Issues discussed at the October 16th General Meeting

The 2024 Farm Bill expired this September and is not part of the discussion form the Federal Budget.  The bill sets policies on Federal crop insurance and loans for farmers.  It consists of other loosely related programs for rural development and nutrition including the Emergency Food Assistance Program and SNAP (Supplemental Nutritional Assistance Program - which is hardly nutritional!).  Most programs are funded through 2024 but will be a topic with the new administration.  A deep dive can be found here.

HR 9828 - End the Vaccine Carveout Act - This bill would end the liability shield for vaccine manufacturers and overturn aspects of the 1986 childhood Vaccine Injury Act.  Changes would allow victims of vaccine-induced injuries and deaths to obtain legal compensation from vaccine manufacturers by stripping liability immunity from drub corporations.
This bill has been introduced and it's future probably depends on who gets into the White House! 

Can you imagine if RFK Jr. got control of this issue!!!  Go Trump!

HR 9895 - The Barrier Act (Blocking Assistance and Resources to Restrict Illegal Entry and Residency).  Introduced by Matt Gaetz.  The Bill would block the NGO's (Non-Government Entities aka Catholic Charities) from using federal funds to assist illegal aliens to cross the border and stay here illegally for years.
The Feds are facing scrutiny over the significant amounts of money dedicated used for illegals, especially since the comment from Mayorkas saying FEMA does not have enough money for American disasters.

SB 2028 - This law allows landowners who live on the fringe of a city's limits to petition the city for removal from the ETJ (Extra Territorial Jurisdiction). This allows builders and businesses to be subject to less governmental restrictions.

Election Advisory from the Secretary of State, Jane Nelson (R).  There was an Advisory instructing election judges and clerks to ALLOW individuals with a non-citizen ID to vote.
After an uproar, she revised her advisory to read. "When an individual attempts to vote by presenting a temporary or limited-term driver's license (which federal regulations say must be issues only to non-citizens who are lawfully present in this country), election workers must require that the individual produce a naturalization card or naturalization certificate demonstrating U.S. citizenship to receive a regular ballot."  
The license is supposed to say "Limited Term" on the front.  We are depending on our Election Judges to monitor this closely!

HB 900 & SB 163
"Opt-in" option for parents


HOUSE BILL 900
 the Reader Act passed in the 88th Legislative session.  This bill created the first ever mandated standards for collection and development of Texas public school libraries, including prohibiting sexually explicit, pervasively vulgar and educationally unsuitable materials in ALL Schools libraries.  MOST PUBLIC SCHOOLS ACROSS TEXAS , WHETHER RURAL OR SUBURBAN AR URBAN, ARE OUT OF OUT OF COMPLIANCE WITH THE LAW!
During the same legislative session, the SENATE BILL 163 would have removed the "Opt-In" expiration  THIS BILL DID NOT PASS.  The law reverted to "Opt-Out".  Now parents (most unaware of the circumstances, must "Opt-out" if they do not want their children unknowingly exposed to sexually explicit books.  The does not protect parents rights of informed consent.

Action Item:  Please email Lt. Governor Dan Patrick and all members of the Senate Education Committee and let them know you want the "Opt-in" restored to Texas Education code 28.004.

SENATE BILL 7 - Prohibits employers from requiring the COVID vaccine.

The HHS (Health & Human Services) Committee is trying to determine a way to enforce this law.  Many employers are still requiring proof of vaccine, even though they are subject to a $50,000 penalty per violation.

At the same time, the WHO (World Health Organization)  is trying to enter into an agreement with the Biden administration with a proposed "Pandemic Agreement."  This agreement would undermine national sovereignty and states rights.  The WHO should be a concern to everyone!

Republican governors from 24 states penned a letter to the Biden Administration opposing the proposed Pandemic Agreement.

R 7109 - Equal Representation Act



This Act would require the 2030 census would require respondents to certify they are an American citizen or a forign national.  Of course, Biden opposes the bill.

HR 6090, Antisemitism Aware Act is being pushed by Republicans in Congress.  However, most Republican feel this bill provides no actual relief for terrorized Jewish students and infringes on the First Amendment of the Constitution.

HR 8221 - Hamas Supporters Have No Home Here Act has been proposed by Congresswoman Beth Van Duyne, representing the Texas 24th Congressional District.  The proposed bill would amend the 1952 Immigration and Nationality Act by adding "the removability of aliens who are charged with any crime related to their participation in pro-terrorism or antisemitism rallies or demonstrations."

Reforming Intelligence and Securing America Act


This bill reauthorizes Title VII of the Foreign Intelligence Surveillance Act (FISA).  The bill passed by the House is a modified version that would extend the controversial spying authority for two years, a reduction from a five-year extension rejected by the chamber.

Thirty-Two Hour Workweek Act


Shortens the standard workweek under federal law from 40 hours to 32 hours over a three-year phase in period. It also requires specified overtime pay for workdays longer than eight hours.

This requires Immigration and Customs Enforcement (ICE) to arrest and detain illegal immigrants who commit theft, burglary, larceny or shoplifting until they are ultimately removed from the US. The bill is named after the 22 year nursing student who was murdered by an illegal immigrant.

Let Injured Americans be Legally Empowered (LIABLE Act)

Introduced by Representative Chip Roy (R TX 21)
This bill holds vaccine manufacturers liable for losses caused by the vaccines.  The LIABLE Act would empower injured Americans by 1) Removing federal liability protections for the vaccine; 2) Preserve Injured Americans to access pre-existing compensation programs; 3) Make these benefits be retroactive.

Signed by Governor and became effective on September 1, 2023.


Imposes an additional fee for the registration of an electric vehicle.
These fees take place of electrical vehicles not paying gas taxes which funds the maintenance of our highways.
