"Opt-in" option for parents
HOUSE BILL 900 the Reader Act passed in the 88th Legislative session. This bill created the first ever mandated standards for collection and development of Texas public school libraries, including prohibiting sexually explicit, pervasively vulgar and educationally unsuitable materials in ALL Schools libraries. MOST PUBLIC SCHOOLS ACROSS TEXAS , WHETHER RURAL OR SUBURBAN AR URBAN, ARE OUT OF OUT OF COMPLIANCE WITH THE LAW!
During the same legislative session, the SENATE BILL 163 would have removed the "Opt-In" expiration THIS BILL DID NOT PASS. The law reverted to "Opt-Out". Now parents (most unaware of the circumstances, must "Opt-out" if they do not want their children unknowingly exposed to sexually explicit books. The does not protect parents rights of informed consent.
Action Item: Please email Lt. Governor Dan Patrick and all members of the Senate Education Committee and let them know you want the "Opt-in" restored to Texas Education code 28.004.
